New Delhi, April 9 (IANS) Setting a firm deadline for administrative action in the health sector, the Delhi Legislative Assembly’s Secretariat has directed all departments to implement the recommendations of the Committee on Public Accounts, an official said on Thursday.
The Delhi government departments have been mandated to submit a comprehensive Action Taken Report by July 31, indicating the status of implementation of the Committee’s recommendations as of June 30, said the official in a statement.
The suggestions, incorporated in the Committee’s First Report, are based on the Comptroller and Auditor General of India’s audit of Public Health Infrastructure and Management of Health Services for the year ending March 31, 2022.
Signalling a shift from audit observations to enforceable outcomes, the Assembly’s directive follows the formal adoption of the Report by the House and reinforces the Assembly’s emphasis on accountability backed by measurable compliance.
Emphasising the broader objective, Speaker Vijender Gupta called for sustained efforts to strengthen public healthcare infrastructure, expand the reach of services, and ensure equitable access to quality medical care for all.
Carrying forward these directions at the executive level, a formal communication has been issued to the Minister (Health), Government of NCT of Delhi, and the Secretary (Health), Department of Health and Family Welfare, seeking a time-bound response to the findings and recommendations of the Committee.
At the core of the report lies a detailed examination of public health infrastructure, service delivery systems, and the management of health services.
The Action Taken Report is required to clearly set out the status of departmental assurances, the progress achieved on each recommendation, and specific timelines for completion, for placing the same before the Assembly, said the statement.
Marking the beginning of a structured follow up mechanism, the present direction is aimed at ensuring that the observations of the Public Accounts Committee translate into concrete administrative action within a defined timeframe.
Drawing attention to the broader implications of the findings, Speaker Vijender Gupta stated that the Committee has emphasised that the efficient delivery of health services is a cornerstone of sound governance and a vital commitment to the people of Delhi.
He observed that strengthening institutional frameworks through quality infrastructure, availability of trained health professionals, ensuring equitable access, and embedding accountability are essential to enable the health system to meet the city’s growing demands with resilience.
The Committee underscored that healthcare is not merely about structures and policies, but about safeguarding the dignity and well-being of every citizen, and that timely interventions, robust healthcare services, and fair resource distribution are necessary to build an efficient, inclusive, and compassionate system.
Extending this perspective to policy design, Gupta stated that the Committee has highlighted the responsibility of the Delhi government to ensure that its policies, particularly in the health sector, remain inclusive and responsive to people who migrate from other states in search of livelihood, education, or medical care, alongside the residents of the city.
Reinforcing the principle of equitable access, Gupta stressed that affordable and quality medical services must be available irrespective of a person’s state of origin, and emphasised that strengthening public hospitals, expanding insurance coverage, and investing in preventive healthcare are essential measures.
