Khatauni depended on a six-year roster under SP government, 99.86% of real-time system completed under Yogi government

Yogi government has taken significant steps to modernize the Revenue Department’s functioning in Uttar Pradesh and make land-related records more transparent. Before 2017, under the SP government, Khatauni was prepared according to a six-year roster, whereas a real-time Khatauni system is now operational across the state. Work on this system has been completed to the extent of 99.86%. Significant progress has also been recorded in areas such as online inheritance mutations, digital land maps and share determination.

During the SP government’s tenure, several important Revenue Department services relied on offline processes. People had to follow traditional procedures to register inheritance mutations, and Khasra records were also prepared offline. The prescribed procedures for changing and updating land records required citizens to spend considerable time and effort. Land maps were also not available online. The Yogi government has prioritized digitizing revenue services while transforming these systems.

According to the Revenue Department, initiatives have prepared Khatauni records with QR codes and digital signatures as part of the real-time Khatauni system. This can make it easier to verify document authenticity and validate land-related records. Compared with the earlier system, which depended on a six-year roster, this change is significant in keeping land records more up to date.

The process of recording the names of legal heirs in revenue records after a landowner’s death has also moved online. According to the Revenue Department, more than 65 lakh inheritance mutations have been registered online so far. Earlier, this process was offline, and people complained that it took a long, uncertain time.

Department has accelerated share determination to organize land-related records. According to departmental figures, share determination has been completed for more than 85% of land parcels. Digitization of 100% of available land maps and Shajras (detailed land maps) is complete. Meanwhile, 98% of land maps have been linked to Khatauni records. This has established a digital link between land records and maps.

Since 2021, digital Khasra records have also been prepared through the e-Khasra Padtaal app. This has established a system for recording agricultural field details digitally.
