Congress General Secretary Raman Bhalla has stated that the attitude of the central government in the Jammu and Kashmir issue is biased. There are two separate institutions here for conducting Panchayat and Municipal elections, which goes against constitutional norms. Panchayat and Municipal elections are also being postponed. Therefore, it is essential that everyone come together to restore democracy in this region.
