According to the Panchang, the festival of Phulera Dooj is celebrated on the second day of the Shukla Paksha in the month of Phalgun. It marks the beginning of Holi in Mathura. According to beliefs, on this day, Lord Shri Krishna played Holi with flowers, hence it is called Phulera Dooj. Since then, the tradition of playing Holi with flowers has been ongoing in Mathura.
