Yogi government’s initiative: Biotechnology to transform Uttar Pradesh’s industrial landscape

The Yogi government has launched a new initiative to advance biotechnology in the state. The state has begun steps to establish a state-level BioE3 cell to promote biotechnology research, new technology development, and biomanufacturing. Accordingly, in line with Chief Minister Yogi Adityanath’s vision, the Uttar Pradesh Promote Pharma Council (UPPPC) has constituted a committee of experts from leading scientific institutions across the country. Its objective is to connect the state’s research with industry, take indigenous technologies to market, and create new opportunities for startups and employment.

This Yogi government initiative aligns with the Central Government’s BioE3 Policy. BioE3 incorporates biotechnology for the economy, environment, and employment. Under this policy, efforts aim to promote industrial development through biotechnology and explore possibilities for environmentally friendly production. Uttar Pradesh is also preparing to create new opportunities by harnessing this sector’s scientific capabilities and industrial potential.

UPPPC CEO Kritika Sharma stated that a panel of experts from various institutions has been constituted to advance the BioE3 initiative in the state. It includes scientists and academicians from leading CSIR laboratories, IITs, NIPER Raebareli and the Center of Biomedical Research (CBMR), Lucknow. The committee will seek these experts’ suggestions on developing biotechnology in the state and ways to connect it with industry. To this end, the committee is establishing coordination with scientific institutions, academic organizations, and representatives of the industrial sector.

She added that the objective is to use the state’s research facilities and expertise to develop new technologies and support their commercial application. Professor (Dr.) Sandeep Sharma, General Manager (Research and Innovation) at UPPCL, has been appointed convener of the panel. The committee includes Dr. Ravinder Kumar Kaundal, Assistant Professor at NIPER Raebareli; Dr. Rajneesh Kumar Chaturvedi, Scientist-G at CSIR-IITR; and Dr. Ravishankar Ramachandran, Scientist-G at CSIR-CDRI.

Dr. G.N. Singh, Director of the Council, stated that Dr. Pranjal Chandra, Associate Professor at IIT (BHU), Varanasi; Dr. Syed Masood Husain, Associate Professor at CBMR, Lucknow; Dr. Karuna Shankar, Scientist-G at CSIR-CIMAP; and Professor J. Ramkumar of IIT Kanpur have also been assigned responsibilities on the committee. The institutions represented on the committee work in fields such as drug research, toxicology, medicinal and aromatic plants, and biomedicine. Their experience will help advance biotechnology-related research and technological development in the state. The committee proposed a meeting with the Central Government’s Department of Biotechnology (DBT) to determine which programs to prioritize under the BioE3 initiative.

Dr. G.N. Singh added that discussions will focus on strengthening coordination among national and state-level institutions and bringing industries and educational institutions together. The meeting will help finalize the proposed programs. An important objective of the initiative to establish a BioE3 cell in the state is to transfer laboratory-developed technologies to industry. In many cases, research and new technologies never reach commercial application. In this context, greater collaboration between scientific institutions and industries can open up avenues for using new technologies in production. This can also help bring indigenous innovations to market and support new business creation.
