Yogi government’s initiative to simplify property identification and mutation, with mutation to take place automatically after registration

Under the leadership of Chief Minister Yogi Adityanath, Uttar Pradesh is undertaking an important initiative to make property-related processes more transparent, simpler and technology-driven. In this connection, the Chief Secretary chaired a review meeting of the Stamp and Registration Department. The meeting discussed creating unique property IDs, verifying ownership records at the time of property registration, automating mutation after registration, online authentication of records, and matters related to cyber tehsils and Section 34 of the Revenue Code.

During the meeting, it was noted that different departments in the state are working to identify various types of properties and manage their records. Agricultural land has a unique property ID based on the khasra number, while a 13-digit unique property ID, known as Gharauni, is also being prepared for residential land. The Housing and Industrial Development departments are also preparing unique property IDs for properties falling within their respective jurisdictions.

According to the Urban Development Department, 34.70 lakh properties had been registered on the e-NagarSewa portal in the urban local bodies of the state’s 75 district headquarters, and 17-digit unique property IDs were being generated for them.

The meeting also noted that ID generation was completed in 71 of the 75 urban local bodies on the e-NagarSewa portal, and 56.57 lakh properties were registered on the portal.

The review also highlighted the process of developing unique property IDs for urban properties under the NAKSHA project. The project selected 10 urban local bodies on a pilot basis. Of these, 5 bodies, Gorakhpur Municipal Corporation, Jhansi Municipal Corporation, Nawabganj Municipal Council (Barabanki), Hardoi, and Chitrakoot Dham, will implement unique property IDs under both the e-NagarSewa and NAKSHA systems.

The meeting clarified that the NAKSHA project aims to prepare an Urban Property Card for every property, which will help establish legal ownership. Meanwhile, the 17-digit ID on the e-NagarSewa portal is used to assess and collect property tax. To ensure coordination between the two portals, the state-level e-NagarSewa database and the central-level NAKSHA database have been directly integrated via an API.

This will enable real-time record verification and streamline automatic mutation after property registration. The target for completing the work in the 10 urban local bodies selected under NAKSHA is December 31, 2026.

Considering the important role of ownership documents in property transactions, the meeting also discussed identifying recognized documents. In rural areas, the meeting identified Khatauni and Gharauni as recognized documents for prima facie verification of the right to sell property.

The meeting decided that the Urban Development, Housing and Urban Planning, and Industrial Development departments would also identify recognized documents to verify the right to sell property within their respective jurisdictions. The Housing and Urban Planning Department informed the meeting that building maps are approved only after ownership has been established.

Development authorities, councils, and other institutions keep records of documents relating to land or property ownership allotted by them. In these cases, documents such as allotment letters, registration deeds, sale deeds, and lease deeds constitute recognized evidence of ownership.

The meeting emphasized preparing a committee and a Standard Operating Procedure (SOP) to streamline the online authentication, updating, and integration of revenue records. As decided, the procedure for cases involving record disputes or the unavailability of relevant documents will also be clearly defined.

In this regard, the Inspector General of Registration, Uttar Pradesh, had already constituted a committee on October 5, 2026. Competent officials from the Board of Revenue and the Revenue Department will also be included as committee members. The committee will submit its report to the Board of Revenue, following which the Revenue Department will prepare the necessary Standard Operating Procedure. Other departments have also been directed to prepare SOPs at their own level.

Assistance from officials of the Stamp and Registration Department may be sought as required. This will help establish a clear procedure for verifying and updating property-related records across departments.

One key subject discussed at the meeting was implementing automatic mutation after property registration. To this end, the meeting will select pilot institutions from various departments. The Revenue Department will select a few revenue villages, the Urban Development Department will select at least one urban local body, and the Industrial Development Department will select the Yamuna Industrial Development Authority or another suitable industrial development authority. The Housing and Urban Planning Department has selected the Lucknow Development Authority.

The selected institutions will connect to the Stamp and Registration Department system through APIs. As a result, the respective institutions will automatically have access to the necessary data and details related to registered documents.
