India’s state-of-the-art PRAGATI Robotics Park to come up in Greater Noida

In a major step towards establishing Uttar Pradesh as a leading hub for advanced technology, industrial innovation and robotics manufacturing, the Cabinet, chaired by Chief Minister Yogi Adityanath on Tuesday, approved a proposal to set up the ‘Platform for Robotics and AI Growth Through Technology and Innovation’ (PRAGATI) Robotics Park in Greater Noida.

To be developed across approximately 69.52 acres, the park will play a key role in providing integrated facilities for robotics companies, technology startups, research institutions and industries.

Finance Minister Suresh Kumar Khanna said, “The project aims to promote indigenous robotics manufacturing in the state, accelerate the development of artificial intelligence (AI)-based technologies, and create a conducive ecosystem for investment and research in the robotics sector. At full scale, the project is expected to generate more than one lakh direct and indirect jobs and contribute an annual GVA of approximately ₹2,000 crore to the state’s economy.

The PRAGATI Robotics Park will be developed in two zones. Eight acres have been earmarked for Zone 1, which will be developed and operated through a SPV constituted under the Public-Private Partnership (PPP) model.

The Greater Noida Authority will hold a 26% equity stake in the SPV, while the selected industrial partner will hold the remaining 74%. A total of 61.52 acres will be reserved for Zone 2, where private enterprises will invest in developing industrial units and related activities. The state government will have no capital liability for the development of this zone.

The Greater Noida Authority will contribute ₹21.1 crore in equity towards the development of Zone 1. In addition, the state government will provide an interest-free loan of ₹126.2 crore for a period of 30 years. As per the prescribed arrangement, the lease premium for the eight-acre plot will be reimbursed to the authority through the state government’s IT and Electronics Department. For Zone 2, the SPV will receive a service fee equivalent to 5% of the revenue generated from land allotment development charges, along with applicable GST.

The industrial partner will be selected through a QBS process. This will be followed by the registration of the SPV, land allotment, execution of the lease deed and completion of construction-related formalities.

Commercial operations in Zone 1 are targeted to commence within 36 months of the SPV’s registration. If required, this timeline may be extended to a maximum of 48 months. A monitoring committee will review the project’s progress.

A key feature of the PRAGATI Robotics Park will be the availability of shared facilities within a single integrated campus, including robotics testing and certification centres, rapid prototyping facilities, AI computing infrastructure, motion capture systems and data laboratories. Startups and entrepreneurs will have access to advanced testing facilities, prototyping services and GPU-based computing at affordable rates.

This will encourage new product development, technological experimentation and innovation-driven enterprises. The park will also help strengthen capabilities for testing robotics products against global standards and obtaining CE/UL certifications.

Robotics and AI are playing an increasingly important role in modern industries, manufacturing, healthcare, logistics and several other sectors. The establishment of the robotics park in Uttar Pradesh will create greater opportunities to develop indigenous technologies and manufacturing capabilities. This could help reduce dependence on imports and enable domestic companies to develop products suited to global markets.

The project will also provide skill development opportunities for the state’s youth and skilled technical workforce in areas such as robotics, AI, prototyping, testing and advanced manufacturing.

With the expansion of industrial units, startups and associated value chains linked to the park, the project is expected to generate more than one lakh direct and indirect jobs. With the potential to contribute approximately ₹2,000 crore in annual GVA at full operational capacity, the PRAGATI Robotics Park could emerge as a major initiative to accelerate technology-driven industrial growth, attract investment and foster innovation in Uttar Pradesh.
