Approval granted for selection of master developer for the ‘PM MITRA Mega Textile Park’ to be developed over 1,000 acres in Lucknow-Hardoi

At the Cabinet meeting chaired by Chief Minister Yogi Adityanath on Tuesday at the government residence located at 5-Kalidas Marg, approval was granted to an important proposal aimed at taking the state’s industrial and textile industry landscape to new heights. The Cabinet has formally approved the proposal to select ‘M/s Ramky Infrastructure Limited’ as the ‘preferred bidder’ by accepting the single bid received for the selection of a master developer for the ‘PM MITRA Mega Integrated Textile Region and Apparel Park’ (PM MITRA Mega Textile Park), being developed over 1,000 acres (404.69 hectares) of land along the Lucknow-Hardoi border under the Government of India’s ‘PM MITRA Scheme’.

State Minister for Handloom and Textiles Rakesh Sachan said that, under the visionary leadership of Chief Minister Yogi Adityanath, Uttar Pradesh is emerging as the country’s largest hub for textiles, garmenting and fashion technology. Among the 7 mega textile parks announced for the country by Prime Minister Narendra Modi, this park in Uttar Pradesh will be the most prominent and state-of-the-art.

The Government of India is providing financial assistance of up to 30 percent (maximum Rs 500 crore) for this world-class project, which is to be developed at an estimated cost of Rs 1,947 crore. The establishment of this park will not only pave the way for thousands of crores of rupees in domestic and international private investment in the state but will also create new direct and indirect employment opportunities for approximately 1 lakh skilled and unskilled youths. This project will prove to be a game-changer for local weavers, apparel manufacturers and exporters.

Principal Secretary, Handloom and Textiles Department, Anil Kumar Sagar, stated that the development and operation of the PM MITRA Park are being undertaken through the Special Purpose Vehicle (SPV), ‘PM MITRA Park Uttar Pradesh Limited’, jointly owned by the Government of India and the Government of Uttar Pradesh.

He said that the Government of Uttar Pradesh holds a 51 percent stake in this entity, while the Government of India holds 49 percent. The Yogi government has made 1,000 acres of land available to the SPV for this ambitious project on a long-term lease of 99 years at a token rate of just Rs 1 per acre per year. To ensure full competition and transparency in the project, a national tender was invited on a large scale across 8 major metropolitan cities in the country.

Following technical and financial evaluation, M/s Ramky Infrastructure Limited was found eligible. The project will be developed under the ‘Design, Build, Finance, Operate and Transfer’ (DBFOT)-based Public-Private Partnership (PPP) model for a total concession period of 50 years, including a construction period of 5 years.

This park will be equipped with state-of-the-art infrastructure and world-class facilities. The state government is ensuring comprehensive external infrastructure arrangements, including six-lane road connectivity for convenient access to the park, uninterrupted high-capacity electricity supply round the clock, and water supply. The selected master developer will establish internal roads, an electricity distribution network, ready-to-use plug-and-play factory sheds, an incubation centre and a common boiler within the park.

In compliance with stringent environmental protection standards, a Common Effluent Treatment Plant based on Zero Liquid Discharge will be established in the park, enabling 100 percent treatment and recycling of industrial wastewater. In addition, safe hostels, residential complexes, health centres, skill development training institutes, warehousing facilities and a modern logistics hub will be constructed for workers employed in apparel units, particularly women workers.
