Yogi Government to develop 200-acre bio-pharma park in Pilibhit, plans new industrial ecosystem

Yogi government is consistently working to establish Uttar Pradesh as a major hub for pharmaceutical and biotechnology manufacturing. As part of this effort, the state government has taken a significant step towards developing Pilibhit, in the state’s Terai region, as a new center for the bio-pharma industry. In line with Chief Minister Yogi Adityanath’s vision, the Uttar Pradesh State Industrial Development Authority (UPSIDA) is developing a modern industrial area spanning 951.79 acres at Bhara Pachpera in Amaria tehsil of Pilibhit.

Of this, 200 acres have been earmarked for a Bio-Pharma Park. The park will promote the manufacturing of advanced biological medicines, including vaccines, insulin, gene therapies and monoclonal antibodies. The initiative aims to create a new industrial ecosystem in the state for biotechnology-based manufacturing, research and innovation.

Dr. G.N. Singh, Director and Special Expert at the Uttar Pradesh Promote Pharma Council, said Chief Minister Yogi Adityanath is focused on expanding industrial development beyond major cities and creating new investment and employment opportunities at the regional level. In keeping with this vision, the government is taking forward a major industrial project in the Terai region of Pilibhit.

Yogi government aims to promote the manufacturing of pharmaceutical and biotechnology-based products within the state, generating investment and employment opportunities for local youth. The Bio-Pharma Park is an important step in this direction. Dr. Singh informed that the industrial area at Bhara Pachpera is being developed across a total of 951.79 acres.

This includes 575.79 acres designated for industrial plots, 60.98 acres for common facilities, 109.23 acres for green areas, and 96.20 acres for the road network. Land has also been earmarked for populated areas and other categories. At present, 14 plots are available for allotment in the industrial area, while the Bio-Pharma Park is being developed across 200 acres.

Dr. G.N. Singh said the Bio-Pharma Park in Pilibhit will be developed to meet the requirements of pharmaceutical formulations and biotechnology-based production. Units involved in manufacturing vaccines, insulin, gene therapies, and monoclonal antibodies will be encouraged to set up operations here. These products play a significant role in modern medicine and in treating serious diseases. The park’s development is therefore expected to expand opportunities for high-technology pharmaceutical manufacturing in the state.

He also noted that Pilibhit’s temperature and climatic conditions are considered favorable for bio-formulation-related activities. Temperature plays a particularly important role in manufacturing and storing biological medicines. Accordingly, the region’s geographical and climatic conditions are expected to benefit the bio-pharma industry.

Pilibhit’s geographical location is another important advantage for the project. The district is close to the Nepal border and has strong railway connectivity. It is also connected to major cities such as Bareilly and Lucknow. Bhara Pachpera industrial area is located about 36 kilometers from Pilibhit city, 100 kilometers from Bareilly, and around 300 kilometers from Lucknow and Delhi.

This connectivity is expected to facilitate raw material supply, finished-product transportation, and overall industrial activity. Its proximity to the Nepal border also makes the region strategically important for future exports and regional trade.

A key feature of the project is that its scope extends beyond establishing industrial units. The project will also make special efforts to develop a skilled workforce for the biotechnology sector. Plans include developing a Biotechnology Technology Institute, along with dedicated wings for skill development and incubation.

These initiatives are expected to promote training, new technology development, and startup activity in the biotechnology and pharmaceutical sectors. They will also help equip local youth with industry-relevant skills and connect them with employment opportunities.
